The Energy Independence and Security Act of 2007 and was signed into law on December 19, 2007, by George W. Bush, and requires changes to light bulb regulations. The first light bulbs to be phased out are the 100-watt bulbs this year, in 2013 the 75-watt bulbs, and in 2014 the 60-watt bulbs. According to the Washington Post, the law does not remove incandescent light bulbs off of store shelves - lighting manufacturers just need to comply to new energy efficient standards. Newer higher-efficiency incandescent bulbs, compact fluorescent or light emitting diode (LED) bulbs will also be the new greener replacements
